Those Faqihs are not Marja (no shia follows them as Marja) though some may be Mujtahed (prominent shia scholars who are able to state Fatwa based on religious resources).Marja: a Mujtahed whose Fatwas are followed by some Shias.(descriptions are not for you, City Boy, they are for those who might not know enough about the subject). council has 12 members: 6 members of council are Faqih (Shia Scholras) and other 6 are lawyers.
