One guess is that there are new leaders in either the judiciary or police (or both) in Qazvin who are especially brutal mother f**kers. That is usually the case when someone is stoned. It takes a lot of brutality to stone someone.In some executions, the people are executed to keep them from speaking out against the judge or someone in power.
