What I've read is that although stoning was officially banned in 2002 it is still on the books as an option, and the judges have wide discretion. One guess is that there are new leaders in either the judiciary or police (or both) in Qazvin who are especially brutal mother f**kers. That is usually the case when someone is stoned. It takes a lot of brutality to stone someone. In some executions, the people are executed to keep them from speaking out against the judge or someone in power. I doubt that this was the case in this instance because they were in prison for such a long time first.
