As you can see according to Jim ennes, the Sixth fleet commander was not arguing with John McCain Jr. about sending rescue forces to the liberty, and the orders to send the rescue forces back were not given by John McCain Jr. but by Chief of Naval Operations, Admiral David L. McDonald who outranks John McCain Jr. and considering the possibility that those rescue planes carried nuclear weapons it would make sense that the CNO would be directly involved and would be the one who gave the orders to not send the rescue planes.
